Governors of AIRR held a business meeting with Sergey Kiriyenko

Today the First Deputy Chief of Staff of the Presidential Executive Office of the Russian Federation Sergey Kiriyenko had a business meeting with the Governors-members of the Association of Innovative Regions of Russia (AIRR).

12 heads of territorial entities of the Russian Federation – the President of the Republic of Tatarstan, the Head of the Republic of Bashkortostan, the Governor of Mordovia, Governors of the Altai Krai, Krasnoyarsk Krai, Perm Krai, Governors of the Kaluga, Lipetsk, Novosibirsk, Samara, Tyumen, Ulyanovsk regions took part in the work.

Opening the meeting, Rustam Minnikhanov marked that in January of the current year the President of Russian Federation Vladimir Putin approved the Fundamentals of the State Regional Policy aimed at scientific and technological advance of the regions and increase in competitiveness of economy in the international market. Within this strategy the Association of Innovative Regions of Russia (AIRR) proved to be an authoritative expert creating a general vector of innovative development of entities of the Russian Federation. The key subjects of the meeting were an interchange of views concerning improvement, estimation of efficiency and results of public administration operation in Russia and abroad, as well as the promotion of evolution of innovative and industrial clusters.

“Thanks to the support of the Russian Government that complex interdepartmental projects of regional development are implemented, including innovative centers InnoKam and INO Tomsk, the program of reindustrialization in the Novosibirsk region. By 2020 the clusters in AIRR regions face rather an ambitious task. It is to double export revenue and to annually attract at least 300 billion rubles of private investments. And additionally to create at least 300 new technological companies for export directions”, ─ remarked Rustam Nurgaliyevich Minnikhanov, the Chairman of the Board of Association, the President of the Republic of Tatarstan.

Consideration and improvement of efficiency assessment system of executive authorities' work in the entities of the Russian Federation became one of the key subjects of the discussion. In particular, the analysis of the global and Russian experience in estimation of public administration efficiency was presented.

Sergey Kiriyenko suggested presenting to the Association a consolidated position concerning the improvement of efficiency assessment system for public administration at the regional level and to join the analysis and replication of the best regional practices.

The heads of the territorial entities of the Russian Federation enrolled in AIRR expressed their readiness to form a common position concerning the above-stated subject, to prepare the information and to exchange their best practice in innovations, health care, manufacturing industry, social security and public administration.
