The national rating is aimed at identifying and applying by the authorities the best practices of scientific and technological development of the constituent entities of the Russian Federation. The study was based on indicators on 33 points that characterize the work of regional authorities to support research and scientific development. These include: “Provision of research infrastructure facilities in the subject for 10 researchers”, “Availability of an approved regional program for scientific and technological development”, “Availability of regional tax measures to support organizations engaged in research and development work”, “General the amount of projects financed by the regional fund for support of scientific and scientific and technical activities per 1 researcher” and others. “The main goal of the rating is to improve the management system of the research and development sector and increase its investment attractiveness at the regional level, which will contribute to the accelerated and balanced territorial development of the country, strengthening its technological sovereignty, improving federal and regional measures to support research and development, interregional cooperation, replication and implementation in the constituent entities of the Russian Federation of the best management practices in this area, ” the website of the Russian Ministry of Education and Science says . The sources of information for calculating the rating were the data of the Federal State Statistics Service, ministries, as well as official Internet portals of specialized organizations and development institutions. The authors of the rating also note that state programs in the field of scientific and technological development of the constituent entities of the Russian Federation, included in the top 10 leaders in 2021, will be considered by the Commissions for Scientific and Technological Development and the State Council of the Russian Federation in the direction of "Science". “I am sure that the rating will become an effective tool for researchers, federal and regional authorities, as well as businesses in terms of an objective assessment of the development of the industry on the ground and an understanding of the areas that need to be strengthened ,” said Dmitry Chernyshenko, Deputy Prime Minister of the Government of the Russian Federation.
President Vladimir Putin instructed to form a rating of scientific and technological development of the constituent entities of the Russian Federation following a joint meeting of the State Council and the Presidential Council for Science and Education.
